(International Labor Organization, ILO). The ILO constitution, as part of the Peace Treaty of Versailles, was accepted without amendment on 11 April 1919. In 1946, the ILO, became the first specialized agency of the United Nations. The United States, in disagreement with the acceptance of the Palestine delegation as member, withdrew their membership between 1977 and 1980. The ILO played a significant role in the emancipation of Poland from dictatorship.

Foundation of Samba School Portela
The samba school started as a carnival group (Bloco Carnavalesco ‘Oswaldo Cruz’) on 11 April 1923, despite thorough investigations that revealed 1926 as the foundation year. The group was renamed two times (“Quem Nos Faz É O Capricho” and “Vai Como Pode”), until it received its actual name Portela in the Thirties. The school gained much reputation with innovative initiatives. In 1935, Portela introduced the so-called Alegoria (allegory): a globe. In 1939, the samba enredo (samba theme song) was introduced. Portela also was the first with uniformed groups and with ‘comissão de frente’ (acrobatic, clownesque group which opens the parade). Portela won 22 titles in the elite group. Their nickname is “A Majestade da Samba’.
